SNOA provides football officials for NIAA High School games, as well as local middle school and youth football leagues. SNOA Football also provides officials for a national Thanksgiving Youth Tournament.

High school games are assigned using the crew concept format. Individual football officials are assigned to a specific crew by the Football Board. Training meetings begin in late July. All football officials must pass a test and are required to attend a set amount of meetings to be eligible for NIAA post-season assignments.
